RDCS Process

RDCS allotments are issued to developers who wish to build residential units in the City of Morgan Hill through a project competition process. The competition is based on an evaluation system which utilizes a series of criteria and standards. For more information about the scoring criteria, refer to the RDCS Competition Manual and the nine specific City objectives. Allotments are awarded on a fiscal year basis, requiring the commencement of construction in the fiscal year the allotment was awarded in.
 

Competition Categories


Each year the City Council may establish competition categories for certain types of projects. A project within a competition category will compete for allotments only with other projects in the same competition category.  Examples of competition categories may include, but are not limited to:
  • On-going Projects
  • Affordable Housing
  • Micro Projects
  • Small Projects
  • Multi-family Rental
  • Open/Market  
  • Senior Housing 
  • Monterey Corridor

Typical Schedule


The RDCS competition is held every 1 to 2 years at the discretion of the City Council. The following is the RDCS schedule approved by the City Council on June 21, 2017:
  • Pre-Competition Orientation- September 4, 2017
  • Mandatory Pre-Application Review- November 3, 2017
  • Application Due Date - January 4, 2018 
  • Review By City Staff - Through February 2018
  • Planning Commission Review - March 6, 2018
  • Planning Commission award of RDCS Building Allotments - May 22, 2018

Filing Requirements


All RDCS project applications must be filed with the Community Development Department on
or before January 4, 2018. All applicants will be required to make an appointment for the day and time an application is to be filed. The City will schedule appointments for submittals prior to December 22, 2017.

Subsequent Planning Approvals


Subsequent to receiving RDCS building allotments, a project may need to file for typical land entitlements to complete the project including but not limited to:
  • Building Permits
  • Design Review
  • Development Agreements
  • Development Schedule
  • Subdivision
  • Zoning Amendment
