In response to the COVID-19 pandemic, both the Federal and State governments have issued disaster declarations paving the way for Federal and State assistance.
Employees that are directly affected by COVID-19 can apply for assistance from the State of California.

Paid Family Leave
If you’re unable to work because you are caring for an ill or quarantined family member with COVID-19 (certified by a medical professional)
Up to six weeks of benefit payments to eligible workers who have a full or partial loss of wages because they need time off work to care for a seriously ill family member.
Approximately 60-70 percent of wages (depending on income); ranges from $50-$1,300 a week for up to 6 weeks.
If you have lost your job or have had your hours reduced for reasons related to COVID-19
Partial wage replacement benefits payments to workers who lose their job or have their hours reduced, through no fault of their own.
Range from $40-$450 per week for up to 26 weeks.
Paid Sick Leave
If you or a family member are sick or for preventative care when civil authorities recommend quarantine
The leave you have accumulated, or your employer has provided to you under the Paid Sick Leave law.
Paid to you at your regular rate of pay or an average based on the past 90 days.
If you are unable to do your usual job because you were exposed to and contracted COVID-19 during the regular course of your work, you may be eligible for workers’ compensation benefits.
Benefits include temporary disability (TD) payments, which begin when your doctor says you can’t do your usual work for more than three days or you are hospitalized overnight. You may be entitled to TD for up to 104 weeks. TD stops when either you return to work, your doctor releases you for work, or your doctor says your illness has improved as much as it’s going to.
TD generally pays two-thirds of the gross wages you lose while you are recovering from a work-related illness or injury, up to a maximum weekly amount set by law. In addition, eligible employees are entitled to medical treatment and additional payments if a doctor determines you suffered a permanent disability because of the illness.

Santa Clara County COVID-19 Assistance Navigation (CAN)
The County of Santa Clara Office of Labor Standards Enforcement and the Fair Workplace Collaborative has launched a new program for workers who are suffering financial impact due to job loss or reduced hours because of COVID-19. Visit its website for more information:
- Callers can leave a message at any time in English, Spanish, or Vietnamese and a Navigation Manager will return their call within 24 hours. Hotline number: 408-809-2124
- Navigation managers will connect callers to resources and answer questions about work-related issues and eligibility for social services.
- EDD programs (unemployment, disability, paid family leave) – navigators will help determine what programs a caller is eligible and help them with the application.
- Safetynet programs like CalFRESH and Medi-Cal
- The SCC-CAN Hotline works closely with the OLSE Attorney Advice Line – where necessary and appropriate, Navigation Managers will make referrals for callers with an Advice Line attorney.
Onward California Job Resource Website
Losing a job amidst a pandemic is traumatic. OnwardCA is an initiative of companies, foundations, and humans to provide California workers displaced by COVID-19 essential life services and assistance with returning to work as quickly as possible. The site is designed to help people get resources such as money or groceries or childcare. There are also resources to help constituents upskill, reskill, or refresh as well as job matching links.
Loss of Medical Coverage
Laid-off employees who had insurance coverage through their employer are eligible to maintain their insurance both through COBRA and through Covered California since loss of employment is considered a qualifying event. For COBRA, inquire with your employer about benefits or with the Department of Labor – Employee Benefits Security Administration if your employer has gone out of business or stopped offering coverage. The Covered California website has information about enrollment and requirements.
Borrowers who are experiencing financial challenges due to the pandemic are strongly encouraged to contact their mortgage servicer to explore their options as some banks and financial institutions may be offering relaxed requirements. Governor Newsom’s executive order makes the request but individuals with mortgages should inquire with their lender directly. The Federal Housing Finance Agency (FHFA) has directed Fannie Mae and Freddie Mac to suspend foreclosures and evictions for at least 60 days due to the coronavirus national emergency.
If you are impacted by COVID-19, these financial institutions will offer mortgage-payment forbearances of up to 90 days, which allow you to reduce or delay your monthly mortgage payment.

Financial Assistance for Low-Income Residents
Destination: Home has raised more than $11 million from private and public sources, including a proposed $2 million contribution from the County, to provide direct financial assistance to those who are facing a documented loss of income because of COVID-19.
Eligible residents must meet these three criteria to qualify for assistance:
- Resident of Santa Clara County
- Household gross income less than 80% of the average median income (e.g. $103,900 for a family of four)
- Documented loss of income related to COVID-19 impacts due to health, employment, or school/child care closures
Eligible households will receive up to a maximum of $4,000 of lost income per month. Assistance may be requested once per month for the duration of the public health emergency, as long as the household continues to experience an economic impact and funds are available.

Insurance Grace Period
The California Department of Insurance has issued a Notice requesting all insurance companies to provide their policyholders with at least a 60-day grace period to pay their premiums. Consumers should contact their insurance company if they need additional time to pay their premiums.
IRS Relief for Taxpayers Affected by Ongoing Coronavirus Disease 2019 Pandemic (Federal Government)
The Secretary of the Treasury has been instructed “to provide relief from tax deadlines to Americans who have been adversely affected by the COVID-19 emergency". Please read the grant of relief offered to all taxpayers.

City of Morgan Hill water and wastewater services
To assist our residents during these uncertain times, Morgan Hill will not assess late penalties nor terminate services due to delinquency. We ask customers to reach out to Utility Billing for more information or request a payment arrangement.
Pacific Gas & Electric
PG&E has made service modifications for Impacted Customers.
- Suspended service disconnections for non-payment and waive new service deposit requirements for residential and small business;
- Implemented flexible payment plan options; and
- Provided additional support for low-income and medical baseline customers.
