The federal Workforce Investment Opportunity Act (WIOA) of 2014 offers a comprehensive range of workforce development activities through statewide and local organizations, job seekers, laid off workers, youth, veterans, and employers.

Federal law requires the Governor of California to designate Local Workforce Investment Areas (LWIAs) based on federal criteria including establishing a service area with a minimum population of 500,000. The San Jose/Silicon Valley LWIA encompasses 8 cities in Southern Santa Clara County including:

  • Los Gatos
  • Monte Sereno
  • Morgan Hill
  • San Jose
  • Saratoga
  • Unincorporated areas of Santa Clara County


The work2future Foundation provides career advising services to thousands of job seekers and connects them with our hundreds of business partners. Through its four Silicon Valley America’s Job Center locations, the work2future Foundation provides job seekers with the skills they need to land their next job. Participants of work2future have access to in depth vocational assessments, career advising, vocational training, workshops, and on-site job recruitments.


Work2future Foundation collaborates with local small and large businesses, educational institutions and community-based organizations to address the workforce and economic development needs of our region. Some of work2future's Foundation services include providing access to education and training for job seekers as well as recruitments and job fairs to help qualified individuals connect with local businesses and pursue employment.

Launched in 2007 by work2future, (BOS) is Silicon Valley’s most accessible, comprehensive and useful resource for launching and growing a business in the greater San Jose/Silicon Valley metropolitan area. BOS is a collaborative partnership among more than 2 dozen public, private, and non-profit agencies and businesses - all pursing the same goal: to help small business owners and entrepreneurs achieve success.


The core purpose of the BOS network is to deliver information and services that are easy to access and efficient to use. BOS supports the start-up and growth of local small businesses by increasing awareness of the myriad of services offered by a network of experienced, proven, and local partners. As a condition of membership, BOS partners provide no or low cost services to the local business community. Businesses throughout the San Jose/Silicon Valley Local Workforce Investment Area (LWIA) are encouraged to visit the BOS website and to access the bundle of business services that are available to all current and future business owners.

Sponsored Events

BOS partners have sponsored annual events such as Small Business Tax Assistance Day, the Summit on Entrepreneurship and Innovation, and Festiv’ALL - a multicultural networking expo for Silicon Valley’s businesses, entrepreneurs, government representatives, and community leaders. BOS partners also host events throughout the year related to social media, access to financing, bookkeeping, buying a franchise, keys to managing people, legal issues for small businesses, etc. A complete calendar of events can be found on the BOS website.

California Program for Entrepreneurship (CAPE)

CAPE is a program that Santa Clara University offers to entrepreneurs that are about to launch a new business venture or expand an existing one.  They offer a six month program free of charge.  They offer a wide range of classes, from business plans to financing and marketing.
